Natalia Khorova may become a Federation Council senator from the Jewish Autonomous Region.

Natalia Khorova's resignation was not officially announced. The Russian Ministry of Health's press service, Vademecum, stated that the official is currently on vacation. They did not respond to questions about possible personnel changes within the ministry's leadership, but an unnamed source within the Ministry of Health confirmed to Medvestnik that Khorova had transferred to the Federation Council.
Maria Kostyuk noted that Khorova is an experienced economist. The Jewish Autonomous Region Governor believes this will help her "defend the interests of the autonomous region at the federal level."
Natalia Khorova graduated from the Samara Institute of Economics in 1993 with a degree in finance and credit, and in 2004 completed her studies at the Samara State University of Economics with a degree in jurisprudence.
In 2004, she began working at the Russian Ministry of Health and Social Development, rising from deputy department head to deputy director of the Finance Department. In 2012, she became director of the department.
In June 2014, the Russian government appointed Natalia Khorova as Deputy Minister of Healthcare. She holds the rank of State Counselor, Second Class, and the honorary title of "Honored Economist of the Russian Federation."
On September 23, 2025, the State Duma, at the recommendation of President Vladimir Putin, appointed Igor Kagramanyan, Director of the Government of the Russian Federation's Department of Health, as one of the auditors of the Accounts Chamber. He served at various times at the Russian Ministry of Health, overseeing medical education and accreditation, personnel matters, drug supply, and other matters.
