#1 Russian President Vladimir Putin signed a federal law according to which, from September 1, 2025, doctors will be able to prescribe dietary supplements to patients if there are appropriate indications. The document clarifies state regulation in the field of dietary supplement circulation. Among the innovations is also the ability of Rospotrebnadzor to pre-trial blocking of information on the Internet about the retail sale of dietary supplements prohibited for sale. It is planned that the Government of the Russian Federation will establish the quality criteria for dietary supplements and raw materials for their production.

#2 The Ministry of Industry and Trade of the Russian Federation intends to extend the experiment on traceability of medicines and raw materials used for their production for two months, until August 31, 2025. The regulator explained the initiative by the need to improve various tools, including systems for interaction between experiment participants and information systems of federal executive bodies. The experiment participants have not yet completed testing of various information systems, including for the automated transfer of production documents.

Government support

In 2025, the Russian government will allocate 19.8 billion rubles from the federal budget for the modernization of federal medical institutions, as well as scientific and educational (if there are clinics) organizations participating in the compulsory medical insurance program. Budgetary allocations will go towards major repairs, equipping (re-equipping and (or) re-equipping) 87 medical institutions. Thus, the Russian Ministry of Health will be allocated 16.1 billion rubles for the modernization of 65 institutions, the Russian Ministry of Education and Science - 2 billion rubles (14 medical organizations), the Federal Medical and Biological Agency of Russia - 1.6 billion rubles (7 medical institutions), the Russian Ministry of Emergency Situations - 110.9 million rubles (one organization).

Regulators

The Federal Service for Technical and Export Control (FSTEC of Russia) has published draft lists of typical industry-specific critical information infrastructure objects. The document proposes to include the medical information system of specialized organizations, information systems of pharmaceutical organizations, and the State Information System of Compulsory Medical Insurance among such objects. Public discussion of the draft presented by FSTEC will last until June 18, 2025. The document is scheduled to come into force on September 1, 2025.

Medical services market

The Medscan Group of Companies announced the planned placement of bonds on the Moscow Exchange from June 24 to July 2, 2025. The organizer of the placement is PAO Sovcombank and other unnamed financial institutions, the loan amount will be at least 2 billion rubles. The maturity of the bonds is from 810 days, the coupon period is 30 days. The coupon rate will be determined based on the results of marketing and collection of applications. The funds from the bond placement will be used to refinance current debt, develop existing projects and implement new ones.

In 2024, Roszdravnadzor carried out 2,955 control measures in relation to 2,571 entities in the pharmaceutical market. During the inspections, 1,990 violations were identified. Rospotrebnadzor presented such data on the regulator's activities in the report "Consumer Rights Protection in the Russian Federation in 2024". During selective control, Roszdravnadzor inspected another 2,077 industry operators, more than 37.4 thousand drug samples were checked for compliance with established requirements, 248 batches of drugs were withdrawn from circulation.

Digitalization

The Institute for Statistical Studies and Economics of Knowledge at the National Research University Higher School of Economics presented a study on the implementation of artificial intelligence in Russian organizations, including medical ones. The analysis of data for 2023 covered key aspects of the development and application of AI technologies - from their creation to practical use and resource provision. The results showed that 31.3% of medical institutions noted an increase in labor productivity due to the implementation of AI solutions, another 24.1% of respondents indicated an improvement in labor safety indicators, 3.6% of clinics reduced labor costs, and 2.4% of organizations recorded a reduction in staff.

Initiatives

A group of deputies submitted a bill to the State Duma that would allow volunteers to receive treatment in military hospitals even after leaving service. This concerns volunteers participating in a special military operation. According to current legislation, this category of citizens can only apply to military medical institutions during the term of their contract; after its completion, their treatment is only possible in medical organizations of the state or municipal healthcare system. The authors of the initiative believe that after injuries and military trauma, specialized medical care is needed, which can be difficult to obtain in civilian medical organizations.

Litigation

The bankruptcy trustee of the medical insurance organization Spasskie Vorota-M, the Deposit Insurance Agency (DIA), managed to recover 137 million rubles in losses from the company's former top management. The amount, according to the DIA, is intended to compensate for the damage caused by the illegal actions of the management, which led to the company's insolvency. It is reported, for example, that the former CEO and a number of beneficiaries were noticed in the withdrawal of assets. Spasskie Vorota-M, where more than 3 million Muscovites were previously insured, lost its license to work in compulsory medical insurance in 2020, the organization was later declared bankrupt, and the company's top managers were subject to criminal prosecution.
