On the Government Legislation Centre website, a draft regulation of the Minister of Health regarding the template of the oncological diagnostic and treatment card (DiLO) has been made available. Who and in what situation will issue the DiLO card?
- The draft regulation of the Ministry of Health regarding the template of the oncological diagnostic and treatment card (DiLO) has been published on the RCL website.
- The change in relation to the currently applicable model consists in the possibility of issuing the card also by a doctor providing hospital services and a doctor providing services within the scope of health programmes, in the same way as by an AOS and POZ doctor.
- This means that the DiLO card can be issued in a hospital in the event of a suspected and confirmed cancer, not just a confirmed cancer.
As we read in the justification, the DiLO card template was specified by the Minister of Health by way of a regulation pursuant to Article 40 paragraph 5 of the Act of 9 March 2023 on the National Oncology Network. The purpose of the card is to ensure the proper flow of information regarding the implementation of oncological diagnostics or oncological treatment.
It is not only a diagnosis, but also a suspicion of cancerCompared to the currently applicable template of the oncological diagnostics and treatment card , the proposed template of the DiLO card introduces changes enabling the card to be issued by a physician providing hospital services and a physician providing services within the scope of health programmes , as well as by a physician providing outpatient specialist services and primary health care.
This means that the DiLO card can be issued in a hospital in the event of a suspected or confirmed cancer, and not just a confirmed cancer .
Apart from this change, the proposed card design duplicates the currently applicable design.
In Article 54, the Act indicates that the current regulation on the template of the oncological diagnostic and treatment card shall remain in force until the date of entry into force of the implementing provisions issued pursuant to Article 40 paragraph 5 of the Act, but no longer than for 24 months from the date of entry into force of the Act, i.e. until 19 April 2025.
It is proposed that the regulations enter into force after 14 days from the date of announcement.
