#1 The Russian Ministry of Health has amended the Nomenclature of Positions of Medical and Pharmaceutical Workers, adjusting the validity period of the document, which was initially set until September 1, 2025. Now the regulation has become indefinite. Previously, the department planned to extend the validity of the thematic order until March 1, 2027. Why a different decision was ultimately made is not reported. The regulator also adjusted Order No. 649n dated December 4, 2023, which changed some provisions of the document approving the nomenclature. Now No. 649n also does not mention the expiration of the validity period.

#2 The Russian government has submitted to the State Duma a draft federal law "On Certain Issues of Regulating the Platform Economy in the Russian Federation". The document, which has been developed by the Ministry of Economic Development since 2024, may come into force on March 1, 2027. The regulation defines the concepts of "digital platform" and "intermediary digital platform" for the first time, contains rules for maintaining a register of such resources, the procedure for interaction between marketplace operators and partners, and the specifics of selling certain types of goods, including medical devices, medicines, and dietary supplements. In particular, the authors of the bill propose allowing platforms to sell products whose free sale is restricted on the territory of the Russian Federation, subject to identification and authentication of the user-buyer using biometrics.

Patent disputes

The Ninth Arbitration Court of Appeal upheld the first instance decision in one of Akselfarm's disputes with the FAS. In March 2025, the Moscow Arbitration Court declared illegal the regulator's decision that the pharmaceutical company's launch of a generic of the antitumor drug Inlita (axitinib) from the American Pfizer under the TN Axitinib violated the Law "On Protection of Competition". At that time, the FAS prohibited Akselfarm from selling its analogue and obliged the company to transfer more than 513 million rubles to the federal budget. Pfizer, a subsidiary of the manufacturer, and the official distributor of Inlita in Russia, Pharmstandard, filed appeals against the first instance decision, which were not satisfied.

Investments

The biotechnology company Artgen Biotech bought out 7 million shares of its subsidiary Genetico (PJSC CGRM Genetico) for 238 million rubles. Now Artgen Biotech's shareholding in PJSC is 78.1% instead of the previous 76.25%. The decision to increase the authorized capital through the placement of additional ordinary shares by closed subscription was made by Genetico shareholders back in October 2024. The cost of one share was 34 rubles. Genetico notes that part of the funds raised will go "to the development of a portfolio of gene therapy drugs for the treatment of orphan diseases."

Medical products market

Intex will invest at least 338.5 million rubles in launching a new production facility and expanding existing capacities for the production of high-tech compression medical products at the Dobrograd SEZ in the Vladimir Region. It is expected that the new equipment will increase production volumes by two to three times and will make it possible to produce up to 15 million units of products per year. Among the company's new products are an innovative cohesive bandage, a bandage with a pressure indicator, and universal-size medical hosiery.

Medical rehabilitation

In order to form a system of comprehensive rehabilitation and habilitation of disabled children, the Ministry of Labor of the Russian Federation approved the Standard for the provision of early assistance services to children and their families. Assistance will be provided in a semi-stationary, stationary or home-based form, depending on the need. The main goals of the order are the physical and mental development of children, social adaptation, the formation of positive interaction between the child and parents, and improving the competencies of parents. Previously, there was only an approximate standard for the provision of such services, approved in 2018.
