#1 Russian President Vladimir Putin took part in the plenary session of the Future Technologies Forum on February 21, where, among other things, issues of scientific and technological development of the healthcare industry were discussed. According to the head of state, "new compounds, biomaterials and prototypes of human organs and tissues are needed to implement advanced treatment methods." #2 A number of patient organizations, including the Movement Against Cancer, the All-Russian Society of Oncohematology Assistance, and the All-Russian Society of Hemophilia, have spoken out against the list of criteria for assessing the quality of medical care developed by the Russian Ministry of Health. Representatives of the NPOs stated that the draft regulations discrepancies with clinical recommendations and that patients' rights may be infringed. The Ministry of Health responded to the criticism by promising to take into account the opinions of experts and the patient community when finalizing the draft. The document was published for public discussion on February 15. It may replace Order No. 203n of May 2017 and contains almost three times more criteria. The draft is based on 560 clinical recommendations, valid as of January 1, 2025.

In February 2025, Vladimir Putin instructed the Russian Ministry of Health to include representatives of patient organizations in the departmental commission for the formation of drug lists, and to work on the issue of allowing foreign innovative drugs to enter the domestic market. The difficulties with patients obtaining such drugs were repeatedly pointed out by public activists during discussions with regulators. Regulators

The Russian Ministry of Labor has approved a new list of specialties for alternative service instead of compulsory military service by conscription. The list has been expanded with 12 new medical specialties, including a bacterial preparation production operator, a specialist doctor at a state sanitary and epidemiological service institution, and a microbiologist. The changes also affected the list of organizations where alternative service is possible.

Organization of medical care

A group of deputies and senators submitted a bill to the State Duma proposing to allow military personnel to receive medical care under the compulsory medical insurance policy. The authors of the document believe it is necessary to adjust the thematic law by excluding from it the provision on the suspension of the policy in the event of conscription. Currently, medical care for military personnel is provided in specialized institutions subordinate to the Ministry of Defense. In addition, in 2024, the Government of the Russian Federation allowed participants of the military to receive outpatient medical care in the nearest state clinics during vacations.

Medical products market

The Russian Ministry of Health has prepared amendments to the standards for equipping rooms for dispensary observation and health centers for adults. The adjustments are aimed at implementing the federal project "Health for Everyone", which is part of the national project "Long and Active Life". The draft thematic order proposes equipping a workplace for telemedicine consultations in a health center for adults. In addition, it is recommended to place materials in preventive rooms and centers that clearly demonstrate the harm of smoking and the negative consequences of obesity.

Medical education

Job search service SuperJob surveyed 1,600 Russians over the age of 18 to find out their attitude to the draft law of the Russian Ministry of Health on the introduction of mandatory work for graduates of medical and pharmaceutical universities and colleges who studied at the expense of the state budget, and in the event of their refusal to be employed, the imposition of fines in the amount of double the cost of training. The results showed that 42% of respondents do not support tougher sanctions, and 41% agreed with this idea. 17% of respondents found it difficult to answer.
