#1 The Government of the Russian Federation has approved a resolution developed by the Ministry of Industry and Trade to extend the experiment on traceability of medicines and raw materials used for their production from June 30 to August 31, 2025. The reasons for this decision include the need to fine-tune the system of interaction between the experiment participants and the information systems of federal executive bodies, as well as testing various information systems with the participation of representatives of the pharmaceutical industry, taking into account the specifics of technological processes in the synthesis of active pharmaceutical substances.
#2 The Russian Ministry of Health has issued an order with changes to the classifier of works (services) that constitute medical activity. Thus, the department has adjusted the conditions for providing medical care in the "neonatology" profile - specialized medical care can now only be provided in a 24-hour hospital. Previously, this was also allowed in a day hospital. In addition, the regulator excluded the "neonatology" profile from the types of work in the provision of primary health care. Previously, such services were provided in a day hospital.
Pharmaceutical business
The former head of the Russian representative office of Roche, Milos Petrovic, became the owner of 2.5% of the shares of the company Elpida (formerly Viriom), which produces the eponymous drug for HIV infection with the INN elsulfavirin. Another 2.5% went to Serbian citizen Yulia Ivinitskaya, about whom there is no information in open sources. The Swiss company Apicon lost its 5% share in Elpida.
Medical products market
The Ministry of Health has proposed postponing the deadline for updating information about the authorized representative (AR) of the manufacturer in registration dossiers for medical devices by another year, until September 1, 2026. Previously, in connection with the entry into force of the new version of the regulations for state registration of medical devices, it was assumed that foreign manufacturers should update information about the ARR in the dossier by September 1, 2025, and if there are no changes, Roszdravnadzor would have the right to cancel the state registration of products within 90 days. However, due to external restrictions, manufacturers were unable to prepare the documents on time. As a result, about 13 thousand registration dossiers for foreign-made medical devices remain unupdated due to the lack of a valid ARR in the Russian Federation. The cancellation of the dossier may lead to the risk of defective medical devices, the authors of the amendments note.

The official representative of the Ministry of Internal Affairs of Russia Irina Volk reported on the suppression of the sale of household gloves under the guise of medical surgical products in clinics in Moscow, Buryatia, Astrakhan, Vladimir, Novosibirsk regions, Krasnodar Krai and other regions. Police officers found and seized more than 2.6 thousand packages of gloves and over 800 thousand units of packaging materials for a total of over 1.2 billion rubles under contracts concluded with legal entities and individual entrepreneurs controlled by the defendants. Investigative bodies opened a criminal case under Articles 159 (fraud) and 238.1 of the Criminal Code of the Russian Federation (circulation of counterfeit, poor-quality and unregistered drugs and medical devices).
Criminal cases
The Central District Court of Khabarovsk extended the detention of former Deputy Chairman of the Government of Khabarovsk Krai Yevgeny Nikonov, who oversaw healthcare since 2020, by one month. He will remain in pretrial detention until July 29, 2025. The petition was filed under Part 6 of Article 290 of the Criminal Code of the Russian Federation (accepting a bribe). In 2024, Nikonov was charged with receiving 82 million rubles for ensuring the conclusion and execution of state contracts for the supply of medical equipment by institutions and healthcare bodies of Khabarovsk Krai.
Infrastructure
The Main Directorate of the Contract System of the Omsk Region has placed a tender for the construction of a 300-bed children's infectious diseases hospital in the region's capital. The initial (maximum) contract price is 4.3 billion rubles, the deadline for submitting bids is July 14, 2025. Initially, the construction of the facility was carried out by the Military Construction Company of the Ministry of Defense of the Russian Federation. At the end of June 2025, it became known that the deputy prosecutor of the region filed a lawsuit in the arbitration court demanding that the company recover 1.3 billion rubles for failure to fulfill contractual obligations. Also, as a security measure, the prosecutor's office requires the seizure of the property of VSK. A hearing on this case is scheduled for July 28, 2025.
