Lisovets assumed the position of acting director of the fund on June 5. He replaced Olga Gorokhova, who had been acting head of the TFOMS since February 13, 2025.

Dmitry Lisovets graduated with honors from the Kirov Military Medical Academy (VMA) in 1996, specializing in "medical care", then spent a year studying in an internship in therapy. In 2003, he completed postgraduate studies at the academy. He is a lieutenant colonel of the reserve medical service and a candidate of medical sciences.

From 1997 to 2000, he served in the North Caucasus Military District. From 2005 to 2006, he taught at the Department of Military Field Therapy at the Military Medical Academy, then moved to the position of Deputy Chief Physician of City Hospital No. 40 in the Kurortny District of St. Petersburg.

In January 2019, he became the Chairman of the Healthcare Committee of St. Petersburg. In November 2024, he left the post - then Lisovets was replaced by Yuri Shishkin. Dmitry Lisovets moved to the position of Advisor to the Governor of St. Petersburg, and was also Deputy Director of the TFOMS.
