During the court hearing, Valeev stated that "regarding Polikompleks, there was an order from the [Tatarstan] Ministry of Health, including from Minister Minnullin."
Marcel Minnullin graduated from the medical faculty of the Kazan State Medical Institute in 1997, after which he completed clinical residency training at the Department of Surgical Diseases. In 2004, he defended his PhD thesis on the topic of "Diagnostics and complex treatment of patients with early postoperative adhesive intestinal obstruction."
He began his career in the purulent surgery department of Kazan City Hospital No. 5. From 2000 to 2001, he worked as a surgeon in the admissions department of the Republican Clinical Hospital in Kazan. Minnullin became the first deputy chief physician for medical affairs at the Republican Clinical Hospital in 2010.
Since 2018, the post of Minister of Health of the region was held by Marat Sadykov, on January 29, 2023, he died at the age of 53. Later, in March of the same year, Rustam Minnikhanov signed a decree approving Marcel Minnullin as the Minister of Health of the republic.
