When will the new allowance for pensioners be introduced? The Ministry of Family clarifies doubts.

Currently, the supplementary benefit is available to individuals who are completely unable to work and live independently and who also receive a social pension. As of March 1, the benefit amounts to PLN 2,610.72 gross.
Politicians have promised to introduce a similar benefit for disabled people, including those receiving disability pensions. The Ministry of Family, Labor, and Social Policy has repeatedly stated in its responses to petitions and parliamentary questions that it is working on the new benefit. However, these efforts are increasingly stalled. The benefit was supposed to be introduced in 2025, yet the bill on the matter has yet to even be included on the government's legislative agenda.
Due to emerging doubts as to whether the new add-on will actually appear, Infor.pl asked the Ministry of Family, Labour and Social Policy about the progress of work on its implementation.
In response, the Ministry of Social Policy assured that it had prepared the assumptions for a draft law on a supplementary allowance for persons with a decision on total incapacity for work and a decision on incapacity for independent living, receiving benefits other than a social pension.
"An application to include the above-mentioned project in the List of Legislative Works of the Council of Ministers has been submitted to the Chancellery of the Prime Minister," the ministry assured. However, it turned out that the government's work programming team postponed the decision until it had completed an analysis of the social benefits system for people with disabilities.
"Following receipt of the working draft report on the review of expenditures in the area of support (...) prepared by the Ministry of Finance, a new application was submitted to include the project in the Council of Ministers' List of Legislative Works. Currently, following comments from the Chancellery of the Prime Minister, work is underway to update the data contained in the application," the Ministry of Family, Labor and Social Policy (MRPiPS) reports.
It also emphasizes that at this stage it is unable to provide an effective date for the proposed regulations. At the same time, the Ministry reminds that on January 1, 2025, a law introducing a supplementary benefit for individuals entitled to a social pension who have been certified as completely incapable of work and independent living entered into force.
Supplementary allowance for social pensionersThis initiative was a civic initiative, and the bill was submitted to the Sejm by MP Iwona Hartwich. The allowance was initially set at PLN 2,520 gross per month for January and February 2025, and after the March indexation, it increased to PLN 2,610.72.
This benefit will be indexed annually on March 1st. The first payments began in May 2025, with the adjustment starting in January of this year. The supplement is paid along with the social pension by the Social Insurance Institution (ZUS), and applications for it can be submitted from January 1st, 2025, both via the ZUS website and at ZUS offices, the ministry informed.
According to ZUS data, as of May 23, 2025, 133,600 people had already received the supplementary benefit for a total amount of over PLN 1.7 billion.
- The aim of the act is to ensure stable financial security for people with disabilities, real support for their families, and a response to the long-articulated expectations of disabled people - the ministry reminded.
Currently, the social pension amounts to PLN 1,878.91 gross per month, which is the same as the minimum pension.
- The Ministry is simultaneously working on a government proposal that will expand the group of people entitled to the allowance to include, among others, people receiving disability pensions and having a certificate of inability to live independently - assured the Ministry of Family, Labor and Social Policy.
