The Forsal portal reported that Bank Gospodarstwa Krajowego has prepared a detailed analysis of the resilience of Polish local governments to four key threats: natural, health, humanitarian and military.

As the authors emphasize, resilience means the ability not only to respond to a crisis, but also to recover effectively after it ends.

799 local governments across the country scored above average, while 863 scored below . The most resilient units are located in the Masovian Voivodeship, and the least in the northern regions.

In the case of military threats, cities located near the eastern border and major economic centers are particularly at risk. Experts have identified the following cities:

  • Warsaw,
  • Gdansk,
  • Cracow,
  • Wroclaw,
  • Krosno,
  • Ostrołęka.

These cities could become potential targets of military action in the event of a conflict. A particularly sensitive point remains the Suwałki Gap, a narrow strip of territory in northeastern Poland connecting the Baltic states with the rest of NATO.

Although the largest metropolises are potential military targets, they also demonstrate the highest level of preparedness for crisis situations. According to experts, cities such as Kraków, Poznań, Wrocław, Katowice, and Rzeszów offer the best prospects .

Their advantage stems from well-developed crisis infrastructure, access to modern energy and transport systems, and high-quality public services.

In the area of ​​humanitarian threats, cities such as Warsaw, Wrocław, Kraków, Gdańsk and Poznań are able to effectively respond to the mass influx of refugees or sanitary problems.

In turn, local governments that are relatively weak and more susceptible to humanitarian crises include Jaworzno, Rybnik and Sosnowiec.

In the case of other types of threats, the sensitivity of local government is determined to a greater extent by factors less related to the level of development, such as location or demographics, the authors of the report concluded.

The new BGK report aims to help local governments plan investments that increase the safety of residents and the resilience of local structures. The findings from the analysis will be used, among other things, to develop crisis management plans and update regional development strategies.
