The government has proposed legislation that will radically strengthen the powers of the National Labor Inspectorate. Inspectors can immediately convert civil law contracts into full-time positions, conduct remote inspections, and impose higher financial penalties, writes Infor.pl.

As reported by Infor.pl, the government has proposed a law strengthening the competences of the National Labor Inspectorate.
The amendment to the regulations provides, among others:
- the ability to conduct remote inspections,
- at least doubling the amount of fines,
- faster access to data thanks to the exchange of information with ZUS and KAS.
The portal points out that the biggest change is the possibility for inspectors to issue decisions on the transformation of civil law contracts into full-time positions with immediate effect - without waiting for a court decision.
"The planned changes will force companies to adopt a completely new approach to contract management. The right to appeal an inspector's decision is crucial, although the time to respond is short—just seven days. It's equally important that PIP decisions are not retroactive," Krzysztof Inglot, founder of Personnel Service and a labor market expert, told the portal.
"The Chief Labor Inspector himself announced that in the case of civil law contracts being converted, inspectors will only intervene based on complaints, and decisions should only apply for the future. However, the current regulations are ambiguous and allow for the effects of a court ruling to extend into the future. This would be a huge burden for employers," adds Inglot.
Infor.pl calculates that, according to the report "Summary of PIP Activities 2024," over 52,400 people received arrears of wages and benefits totaling PLN 158.8 million. 4,200 employees on civil law contracts recovered PLN 1.7 million due to violations of minimum wage regulations. As a result of inspectors' interventions, 3,200 people obtained full-time employment in place of their previous civil law contracts.
