Paramedics: the director of the Ministry of Health does not want to provide us with detailed data

• The National Council of Paramedics sent a letter to the Ministry of Health requesting the transfer of data regarding the use of the "Help" button in the SWD PRM application by managers of emergency medical teams
• - The National Council of Paramedics (or any other medical self-government) is not included in the list of entities to which detailed data from the SWD PRM may be made available - said Agnieszka Tuderek-Kuleta, director of the Ministry of Health's Security Department, in a response.
• The Director asked for information and the number of comments received by the National Council regarding the introduction of a uniform procedure for using the "HELP" button in the SWD PRM and what these comments concerned.

The Director of the Department of Security of the Ministry of Health - Ms. Agnieszka Tuderek-Kuleta does not want to provide data from the SWD PRM regarding the use of the "HELP" button for the purposes of preparing an analysis on the part of the self-government of paramedics - writes the National Chamber of Paramedics.

As explained by KIRM, due to numerous critical comments from the paramedic community regarding the message sent on March 19, 2025 to users of SWD PRM (State Emergency Medical Service Command Support System) regarding the procedure to be followed by medical dispatchers when the head of the emergency medical team uses the "Help" button in the SWD PRM application, the National Council of Paramedics has begun work on analyzing the currently used solution for using the "Help" button in the SWD PRM application.

In connection with this, for the purposes of the prepared analysis, the KRRM submitted a letter dated 28 April to the Ministry of Health requesting the provision of data on the use of the “Help” button in the SWD PRM application by managers of emergency medical teams (ZRM) in the scope of:

• the number of cases of using the “Help” button registered in the SWD PRM, broken down by voivodeship and ZRM dispatcher;
• the number of cases in which the use of the “Help” button by the EMS manager resulted in the assignment of auxiliary services by the medical dispatcher, along with the designation of these services (Police/State Fire Service) and the reason for joining selected by the medical dispatcher, broken down by province and EMS dispatchers;
• time of using the “Help” button by the Emergency Medical Services manager in the cases referred to in point 2 in the data format: “HH:MM:SS”, broken down by voivodeship and Emergency Medical Services manager;
• time of assignment of the auxiliary service (Police/State Fire Service) in the SWD PRM by the medical dispatcher in the cases referred to in point 2 in the data format: "HH:MM:SS" broken down by voivodeship and ZRM dispatchers - if applicable;
• the number of users with the role assigned in SWD PRM: system doctor – EMS manager, paramedic – EMS manager, nurse/system nurse – EMS manager as of 31 December each year in the years 2020–2024, broken down by voivodeship and EMS dispatcher.

On behalf of the Ministry of Health, the director of the Ministry of Health's Department of Security, Agnieszka Tuderek-Kuleta, responded. She provided the data in question regarding the use of the "HELP" button by emergency medical teams (data for 2025 covers the period up to April 30).

Data including: year; number of recorded uses of the HELP button by the Emergency Medical Services; number of notifications sent to the police recorded in the SWD PRM when the HELP button was used:

• 2020-7710-735;
• 2021-6521-626;
• 2022-5739-632;
• 2023 – 3627 – 454;
• 2024-3080-386;
• 2025-1207-170.

At the same time, she informed that the data processed in SWD PRM may be made available to national and provincial consultants, as well as to medical universities cooperating with the PRM system, adult continuing education institutions, and nationwide medical associations operating in the field of emergency medicine.

- The National Council of Paramedics (or any other medical self-government) is not included in the list of entities to which detailed data from the SWD PRM may be made available - the director said.

She also asked for information and the number of comments received by the National Council regarding the introduction of a uniform procedure for using the "HELP" button in the SWD PRM and what these comments concerned. She also asked for letters and signals regarding doubts regarding the functioning of this procedure to be sent, for example, to the Ministry of Health's Department of Security.

- Since the modified procedure for using the "HELP" button was made available, the Ministry of Health and the KCMRM have not received any reservations, comments or proposals for changes to the procedure - concluded Agnieszka Tuderek-Kuleta.

In turn, in reference to the response, KIRM stated that it "is not an institution that could receive reliable data that would be used to develop comprehensive solutions ensuring work safety by modifying the existing solution in SWD PRM. I am talking about the HELP button".
