The bill on the legal status of the RCC was adopted in the first reading

Representatives of the lower house of parliament instructed the developer of the document – the Government of the Russian Federation – to submit a number of amendments to the bill for the next reading. The Legal Department of the State Duma Committee on Health Protection noted that the draft Federal Law contains legal and technical comments. For example, paragraph 1, part 2, article 7 of the draft includes the right of members of the RCC to equal access to participation in the organization's activities, with the exception of cases established by the draft law. The draft law does not provide for such cases.
The Russian Ministry of Health presented the draft law in July 2024. The regulator justified the development of the document by the fact that the RCC does not have a legal status, but is an independent organization that cooperates with the state and performs a number of functions on its behalf. The government submitted the draft Federal Law to the State Duma in early May 2025.
The document contains 11 articles, which indicate the goals, objectives and main areas of activity of the RCC, including regional and local branches, the fundamental principles of the RCC, the legal status of the organization and the emblem of the RCC, the conditions of membership and the involvement of volunteers in the implementation of the organization's activities.
According to the project, the purpose of the RSC is to provide assistance to victims of emergencies, military actions, armed conflicts, forced migrants, refugees, and other citizens of foreign countries, as well as to participate in rescuing people.
In addition, the RCC will work on organizing and providing care for those in need, conduct activities to prevent infectious and non-infectious diseases, promote and form a healthy lifestyle, provide psychological assistance, and teach first aid skills. The goal of the public organization is also to participate in events to develop blood donation and its components, and implement and support relevant social initiatives.
