Putin orders improvement of procedure for changing terms of offset contracts in pharmaceutical and medical industry

The head of state prepared the instructions following a meeting with representatives of the All-Russian public organization "Business Russia", which took place in May 2025.

The topic of changing the terms of offset contracts was raised at this meeting by Vasily Ignatyev, CEO of R-Pharm. In his opinion, “the renewal of the range of popular pharmaceutical products is happening faster” than the ten-year period fixed by offset contracts. The head of the Ministry of Industry and Trade Anton Alikhanov, in turn, noted that the proposal requires additional clarifications, including in No. 44-FZ “On State Purchases”. “Indeed, we agree, Article 111 of this law already gives the government the authority to make such decisions. But if the grounds are indicated there, including in more detail, then I think this will make life easier for our entrepreneurs,” the minister concluded.

Following the meeting, Vladimir Putin also instructed the government, together with Delovaya Rossiya, to develop proposals to improve the mechanism of the cluster investment platform by July 15, 2025, in terms of ensuring the possibility of financing work on the creation of new pharmaceutical products. At the meeting of the president with the public, entrepreneurs proposed "refining the criteria for the rules for providing subsidies under Government Resolution No. 295" due to the shift in priorities of pharmaceutical companies from the creation of new production facilities, jobs and import substitution to the development of new product lines.

Together with the Central Bank of the Russian Federation, the government should also study other financial support measures. Thus, by October 1, 2025, the executors must prepare proposals to transform the register of small technology companies into a register of technology companies with a section dedicated to organizations engaged in projects to increase technological sovereignty. Legal entities that can be included in such a list are proposed to be supported during the initial placement of their shares on the financial market. It is also proposed to stimulate the acquisition of such shares by professional participants in the securities market.
