FAS reveals cartel in sale of assets of Eye Microsurgery Center

The story began in March 2024. At that time, the Eye Microsurgery Center put up for auction its asset, which contained 11 vacant land plots with a total area of 30.5 hectares, located in the Moscow region, as well as a share (94.85%) in the authorized capital of Slavino LLC (the company's main activity is the development of gravel and sand quarries, clay and kaolin mining). The starting price of the lot was 81.6 million rubles, the auction step was 2 million rubles.
As a result, in April 2024, the winner of the auction was determined - OOO SZ Stroykomkrasnodar. The price of the lot was increased once, as a result of which the final cost was determined at 83.6 million rubles. Other bidders are not shown.
In November 2024, the Prosecutor General's Office of the Russian Federation became interested in this transaction and filed a claim with the Arbitration Court of the Krasnodar Territory to invalidate the auction results. In support of its arguments, the plaintiff indicated that in July 2024, the fact of illegal withdrawal of the property assets of subsidiaries from state control and management was revealed. Also, the price of the auction lot does not correspond to the actual value of the property and is significantly underestimated.
After the assessment, it turned out that the value of 100% of the share in Protasovo MG LLC was 333.1 million rubles. As a result, the court declared the transaction invalid, and 100% of the share was transferred back to NMIC in March 2025. In addition, the court ruled to collect from SZ Stroykomkrasnodar LLC a state fee in the amount of 943 thousand rubles in favor of the federal budget.
According to SPARK-Interfax, SZ Stroykomkrasnodar LLC was registered in November 2023 in Krasnodar. The company's owners are Ruben Khurshudyan (87.5%), Svetlana Stoyanko (7.5%) and Stanislav Tsakirov (5%). The net loss of the LLC in 2024 amounted to 5.1 million rubles.
In April 2025, the FAS suspected four pharmaceutical companies - GlaxoSmithKline Trading JSC, Advance Trading LLC, Orpharm LLC and Medpharm LLC - of collusion in the procurement of drugs for the Federal Center for Planning and Organization of Drug Provision for Citizens (FCPiLO) of the Russian Ministry of Health. At that time, the FAS explained that the service's employees began inspecting offices in Moscow and the Moscow Region, during which they organized the copying of "information of interest to the regulator." The final conclusions will be made after the completion of all verification activities.
