CRPT: 26 of 32 dietary supplement manufacturers that raised regulators' suspicions turned out to be fictitious

Yusupov reported that legal entities "simulate production on paper to obtain marking codes for goods actually imported from abroad." To combat this practice, he said, the Russian Ministry of Industry and Trade has prepared a draft government resolution that would authorize the Central Regional Processing Center to officially refuse to issue marking codes until all violations are corrected.
The CRPT and Rospotrebnadzor conducted monitoring of manufacturers whose activities raised suspicions for six months at the request of the Ministry of Industry and Trade. Close scrutiny was placed on organizations previously found to be marketing dietary supplements under false trademarks, or on those that had committed violations identified by Rospotrebnadzor in the previous six months. The inspection was also prompted by the absence of an OKVED code corresponding to the production of dietary supplements in the legal entity registers, and the indication of a foreign country as the country of manufacture in the product permits.
In July 2024, Deputy Minister of Industry and Trade of the Russian Federation Ekaterina Priezzheva reported during an off-site meeting in Altai Krai that since the launch of mandatory labeling of dietary supplements in September 2023, 86% more domestic manufacturers had registered in the Honest Sign system. In September of the same year, First Deputy Prime Minister Denis Manturov instructed Rospotrebnadzor to develop risk indicators for violations of mandatory requirements in the implementation of state control over dietary supplements, food additives, and complex food additives.
In early October 2025, the Russian government granted Rospotrebnadzor the right to add websites containing offers for retail sales, including online sales, of dietary supplements prohibited in Russia to the Roskomnadzor registry of prohibited websites. The federal service later published draft criteria for applying this mechanism.
