The plans sound similar: PLN 2,610.72 per month for the next group of Poles

• The supplement to the social pension is a new benefit that will be valid from 2025.
• It was granted ex officio by ZUS to people who were entitled to a social pension on 1 January 2025 and had a decision on total incapacity for work and inability to lead an independent life.
• In this regard, there have been numerous petitions sent to the government to change the rules regarding those entitled to receive this benefit.

Let us recall: since 1 January this year, the regulations on the supplement to the social pension have been in force. This benefit is intended for people who, due to their health condition, are unable to function independently and require constant or long-term care.

ZUS ex officio granted it to persons who were entitled to a social pension on 1 January 2025 and received this benefit and had a decision on total incapacity for work and inability to lead an independent life.

Eligible persons to whom ZUS granted an additional supplement ex officio also received compensation from 1 January 2025. For January and February it was PLN 2,520 gross per month, while from March, due to annual indexation, this amount increased to PLN 2,610.72 gross.

However, this solution does not necessarily appeal to all pensioners/retirees. In their opinion, although it is a step towards social solidarity, it is a source of serious systemic injustice.

Petitions are regularly sent to the Sejm and the Ministry of Family, Labor and Social Policy asking for action on the supplement in question. Among the new letters on the matter is a petition whose authors appeal for the legislative restoration of the principle of equal treatment and for the supplement to also cover people receiving disability pensions and retirees who previously received such pensions.

The petition calls for a change in the regulations so that every person who is completely incapable of working and living independently - regardless of the source of the benefit - can receive the same additional benefit. The petitioners emphasize that this is not about expanding privileges, but about restoring systemic justice in the spirit of the constitution.

The applicants expect the Sejm to take a legislative initiative that:

• will also grant a supplement to persons receiving a disability pension and
• retirees who were previously on such a pension and their health condition did not improve.

Moreover, the authors point out that social pension and disability pension have a similar function, as they are to compensate for the lack of earning capacity resulting from a permanent deterioration in health. Therefore, according to the petitioners, there is no rational justification for treating them worse than people covered by social pension.

As Infor.pl explains, due to doubts related to inequalities in entitlement to the supplementary supplement, the Ministry of Family, Labor and Social Policy has prepared the assumptions of the draft act on the supplementary supplement for persons with a ruling of total incapacity for work and with a ruling of incapacity for independent existence, receiving benefits other than a social pension.

An application was submitted to the Chancellery of the Prime Minister to enter the project into the list of legislative works. However, according to the Team for Programming Government Works of the Chancellery of the Prime Minister, the issue requires in-depth analysis.

Currently, there are ongoing negotiations with the Minister of Finance in this regard and the commencement of further legislative work depends on their results – explains Infor.pl.
