Local governments are demanding an indexation of fees for issuing vehicle documents. The Ministry of Infrastructure is considering increases that could apply to driving licenses, vehicle registration certificates, and vehicle inspections.
- The current fee for a national driving license is PLN 100, even though the cost of producing a blank form is already PLN 80.75
- The fees for issuing registration certificates and plates have not changed for 21 years.
- The Ministry plans to increase the prices of technical inspections by 20-30 percent, which will translate into an increase of PLN 20-30
Money.pl writes that local governments in Poland are demanding increases in driving license fees. They emphasize that the rates have not changed for 12 years, and the costs of document production have risen significantly . Currently, the fee for a domestic driving license is 100 PLN, and for an international one – 35 PLN.
Przemysław Matysiak from the Association of Polish Counties, quoted by Money, pointed out that:
- the cost of purchasing a driving license form from the Polish Security Printing Works is PLN 80.75,
- while the fee charged from a citizen is PLN 100.
The Ministry of Infrastructure noted that from 2011 to 2023, fees paid to PWPW for the production of documents increased by approximately 47 percent , which means that this much less remains in the office's cash register.
The fees for issuing a registration certificate or license plates have remained unchanged for 21 years. The cost of issuing a new registration certificate without a temporary permit is PLN 54.50, while with a temporary permit it costs PLN 73.50.
There will be changes to fees for driving licenses, ID cards, and plates. Also for inspections.- The price for a set of license plates is PLN 80, and for one plate - PLN 40 - reminds Money.
The Ministry of Infrastructure recognizes the problems of local governments and the need to take action to change the fee system.
Conceptual work is currently underway on the fees for issuing all motor vehicle documents, including defining the principles for indexation . In 2024, the option of increasing the fee for a domestic driving license by 47-50 percent (in line with the Goods and Services Price Index) and for an international license by PLN 35 was considered, but these plans have not yet been implemented.
Regardless, drivers face other price increases. The Ministry of Infrastructure is intensifying work on a bill that will change the rates for mandatory vehicle technical inspections. Prices for passenger car inspections will increase by 20-30 percent, representing a 20-30 PLN increase. These rates will be adjusted annually. Diagnostics indicate that the costs of operating vehicle inspection stations have increased by 70 percent since 2004.
