Enpam: Innovation and sustainability to guarantee doctors' pensions

The national assembly of Enpam, the social security institution for doctors and dentists, has re-elected Alberto Oliveti as its president, with the broad consensus of those entitled to vote (178 votes out of 186 voters). Oliveti holds this important position for the third time, which he will hold for the next four years (2025/29). The new president has indicated in his detailed program the conditions of the current status of the category and the prospects that he intends to achieve in the near future.

In an uncertain international context, it is emphasized, issues that should instead be priorities are becoming marginal, such as ecological and energy transitions, alarming demographic projections, the impact of general artificial intelligence, trade disputes and forecasts of a slowdown in global growth. All this inevitably forms the backdrop to the characteristic pension issue of the Enpam Foundation. Professional contribution flows, despite the growing demand for well-being and healthcare, are conditioned by the advantageous tax treatment of private capital invested and by the growing disaffection for the medical profession practiced in Italy. Furthermore, the chronic delay in contract renewals - the latest national collective agreements of the affiliated parties, for example, are stuck in 2021 - weighs heavily not only on the contribution mass and therefore on the pension balance, but also on the possibility of doctors to correctly plan their future.

Despite the difficulties of these years, the Foundation has completed the season of reforms: from the extension of the neonatal subsidy to fathers to the expansion of coverage for non-self-sufficiency through the introduction of honorary loans for the youngest. More generally, the 2025-2029 council program aims to define the project of prospective evolution of the Enpam Foundation in light of the effects of the reforms of the past years now fully operational, with results that from the patrimonial, social security and representative points of view appear acceptably satisfactory.

Furthermore, the Foundation intends to propose itself to the public attention in its nature as an efficient intermediate body that deals with the requests of doctors and the social role of the medical profession in the country. In this exercise of horizontal subsidiarity, the Foundation must have the duty to start from ethics to help ensure that medical action, professional work in all its acts, can simultaneously reconcile the interest in social equity, scientific criteria and respect for the self-determination of the person. The strategic vision of the Enpam Foundation remains that of an innovative, sustainable and proactive entity, committed to guaranteeing with its institutional activity a solid social security and continuous support to members, while contributing to a better health system for all.

The goal is to build a pension system that not only responds to current needs, but anticipates future needs, creating a safer and more peaceful working environment for all healthcare professionals. Sustainability remains at the center of the institution's vision with greater attention to solvency than in the past thanks to the full implementation of the new investment policy, which includes a coverage portfolio to guarantee commitments and a performance portfolio to obtain profits consistent with our pension nature of capital protection.
